Welcome to Japan, 1996. Somehow something drew you here if you are a foreigner. Whether it’s the infamous illusionist thief Kaito Kid, a new job opportunity, or the famous detectives that have bewildered many with their brilliant deductions; or even through your own personal interest, you are here. If you’re a Japanese citizen then you’ve probably become accustomed to the media and their stories on murders and criminal activities. But if you’re a foreigner you’ve failed to realize one thing: Japan isn’t safe.
Japan has been for the longest time, manipulated by a secret crime syndicate, the Black Organization. This syndicate has been under the semblance of a medicine company, creating illegal drugs and engaging in illegal activities. With their codenames based off of alcoholic beverages, citizens have been claiming that people with alcohol beverage pseudonyms manipulated them to commit crimes. Despite their claims, the police and the government are unaware of this syndicate and thus, have thrown the innocent into prison.
Undercover from overseas, the FBI and CIA have traveled to Japan in order to infiltrate and destroy this syndicate from the inside. And with them participating in a furtive war against the syndicate while also having their own personal grudges against each other, Japan needs all the assistance it can receive. What side are you on?
