Can racers be gangsters?

If a racer is from a gang-controlled area and perhaps previously knew some gangsters, or even has some gang-related ties... ... well, is that allowed?

And can they be both an active racer and gang member at the same time?

Well, since they are two different member groups it's not like they can level up the same way. However, there are racers that are owned by the gangs that are under their management. And they're considered part of the gang, but not really a gang member.
