I bet you thought this was another question about if people could have laser eyes, DIDN'T YOU? Anyway, just how badly were the plants and animals mutated by the whatever? Like, would they just be different colors, bigger, or would they totally change into something like: Extra appendages and shat: Totally different from original: (Say it was a dog) Size/Survivable habitats: (If this is a yes...LANDSHARK.)

That is a big yes on the first two, and a major LOL NO on the third XD
Basically, animals have mutated to survive better in the harsh environments, but due to chemical exposure a lot have mutated into monstrous beings. So while some animals may just be bigger and faster, others may very well look like something from a horror movie or fantasy video game. And there are no cities built on animals yet XD

When I think about what mutated animals would look like, I might think something like Fallout with the small gist of irradiation and the like. But then there's the idea that species evolving into mutated spawn is just the tip of the iceberg. Can I trust that there will be monsters that have no link, direct or indirect, to species before the mutations? I think it'd be pretty cool to encounter some kind of genus or sub-species that's just a complete abomination through experimentation or just poor cultivation and plants gone rogue.
I personally think this would be cool, but I may have just looked over some things while reading plot and missed something entirely. I do that sometimes.

Yes you can absolutely do that! That's not a problem at all.
