Now i can clearly see the lack of H.A.W.K.S that the site has and how the staff want more. This is only known through when i was wondering what character to make, PASC screamed to make one xp. Anyway moving on, i was thinking maybe one way to get more people as them, is maybe letting people make captains?
So say you can make a 5 captain limit, and you can say that people must submit a rp sample to prove their worth and are on a week long =trial= to see if they wont just site hop. This wont just make 5 new people in charge adn thats the end, but it measn that they have control over the crew. They choose the ships look, they describe their like crew emblem. If a new member joins onto the site they can read up on the crew and stuff. Basically this would also apply to pirate crews, but maybe make a small forum bit where the users control their crews. So for each crew made a forum for that crew is made which would include meetings between the members only, OOC stuff to plan, a crew list, details on the ship, etc etc.
I think that by making for sky pirates and hawks a more user controlled system, the races would get more people ^^

Try making it so that members can make a captain until there are five captains (for the whole site) and only one captain per member and it's more effective, ne?

I have to say, I thought about captaincy extensively. Originally I was going to do RP samples, and allow people to join as captains, but... I've seen that fail so many times. Plus it makes me feel as if the people who are the best writers, and not exactly the most active, or the most friendly OOC, get the captaincy. I want people to earn their ranks, I want them to work hard in order to get where they're going, and I want them to RP and have fun and have their character build relationships along the way to their high rank. That's the old way of doing it, and it's the way I want to stick to because I believe overall it'll create the most fun and the most interesting stories.
The other problem is, is when these people get the captaincy they may jump ship. You said to wait a week, but they could just as easily leave next month and that would still be bad. A person who's been here for months earning the captaincy and RPing their heart out and spending their time here, well, I think they'd be more hard-pressed to leave then someone who earned a high rank off the bat.
I'm not really worried about HAWKs and Sky Pirates getting more people, as any character of another member group could switch over to them at any time and through the years the site will be open I'm sure people will show interest in them.
